The Inaugural Billington Critical Infrastructure CyberSecurity Summit has confirmed nearly 30 speakers to date, including experts from CISA, Texas Cyber Command, the ISAC community, Idaho National Laboratory, the U.S. Department of the Air Force, state governments, utilities, and the FBI, who will discuss ways to protect the nation’s infrastructure from cyber threats. More than 80 speakers are expected by November. Hosted by Billington CyberSecurity, the summit is the first national event that unites all four lifeline sectors — energy, communications, transportation, and water — and will be held Nov. 17-18 at San Antonio’s Henry B. Gonzalez Convention Center.
“Our Critical Infrastructure CyberSecurity Summit explores the growing and serious cyber risks to our nation’s infrastructure sectors. These interdependent sectors are the foundation for our defense, public health and safety, and the U.S. and global economies — and yet operate independently,” explained Billington CyberSecurity President Troy Schneider. “Our speakers will discuss the wider ramifications posed by disruption to any one lifeline sector and encourage cross-sector collaboration to minimize threats.”
With attacks on critical infrastructure rapidly escalating, the summit will convene senior decisionmakers from government and industry to discuss how to enhance cybersecurity in critical infrastructure and build resilience across the four lifeline sectors and beyond. Confirmed speakers include:
- Nick Andersen, Acting Director, Cybersecurity and Infrastructure Security Agency
- Brett Leatherman, Assistant Director, Cyber Division, Federal Bureau of Investigation
- Tony Sauerhoff, Executive Director, Texas Department of Information Resources; CIO, State of Texas
- Vice Adm. (Ret.) TJ White, Chief, Texas Cyber Command
- Mike George, Assistant Chief, Homeland Security Operations, Homeland Security Division, Texas Department of Public Safety
- John Godfrey, Chief Information Security Officer, Kansas Information Security Office, State of Kansas
- David Ketchen, Assistant General Manager, Littleton Electric Light and Water Departments
- Erin McGinnis, Director of Statewide Cyber Collaboration & Preparedness, State of Kansas
- Zach Tudor, Associate Laboratory Director, National and Homeland Security, Idaho National Laboratory, Department of Energy
- Chris Wolski, Founder, Applied Security Convergence
The Billington Critical Infrastructure CyberSecurity Summit is needed more than ever considering:
- Over 80% of critical infrastructure is owned or operated by the private sector, and the federal, state, and local governments rely heavily on public-private partnerships to help ensure essential services withstand cyberattacks.
- Several Chinese state-sponsored Advanced Persistent Threat groups are targeting U.S. critical infrastructure. Likewise, Russian adversaries and Iranian regime-tied actors have conducted cyberattacks that had physical effects on U.S. critical infrastructure. In July 2026, suspected Iran-linked actors disrupted water systems in at least seven states, forcing some utilities to issue boil-water notices and revert to manual operations.
- All 16 critical infrastructure sectors depend on interconnected systems that rely on digital networks, making them primary targets for cyberattacks that can disrupt U.S. daily life. Adversaries specifically target these sectors to cause maximum impact, requiring cross-sector cooperation to ensure operational continuity, economic stability, and public safety.
The National Council of ISACs is the summit’s official Community ISAC partner and is working with Billington on audience engagement and cross-sector collaboration. In addition, Billington has partnered with GovRAMP, which will host its 3rd Annual GovRAMP Cyber Summit Nov. 15-17 at the Henry B. Gonzalez Convention Center; the Billington Critical Infrastructure CyberSecurity Summit opens at 1 p.m. Nov. 17, back-to-back with the GovRAMP event. The colocation of these two essential convenings gives state, local, tribal, and territorial government security leaders a unique opportunity to connect and collaborate in person.
Since 2010, Billington CyberSecurity has convened the world’s most trusted federal cybersecurity summit. In 2026, nearly 200 sponsors, community partners, and participating government agencies supported the 17th Annual Billington CyberSecurity Summit, including many in IT, the defense industrial base, transportation, and other critical infrastructure sectors. For the last three years, Billington has also hosted a State and Local CyberSecurity Summit, with registrants from 42 states at the 2026 event.
